CDI inspections utilize comprehensive questionnaires developed by Technical Committees. Inspectors:

CDI inspectors are independent professionals accredited by CDI. They hold Class I marine certificates or equivalent academic qualifications relevant to the industry sector. Candidates undergo rigorous training, including written and oral examinations, to achieve accreditation.

 

Class Surveyor


Class Surveyors, also known as marine surveyors, play a vital role in ensuring the safety and compliance of vessels with relevant standards and regulations. They are authorized by classification societies to conduct surveys and examinations on behalf of governments, particularly for the issuance of essential certificates.

Key Responsibilities:

Compliance Assurance: Classification societies appoint Class Surveyors to verify that vessels adhere to the necessary standards required for certification. This includes conducting regular surveys to ensure ongoing compliance.

Annual and Periodical Surveys: Class Surveyors perform annual and other periodical surveys to confirm that vessels continue to meet the criteria for valid certificates.

Maintenance of Standards: Classification societies maintain high standards by mandating annual surveys or examinations for all vessels. Special surveys are also required every four years from the initial classification survey.

Dry Dock Inspections: Ships less than 15 years old undergo dry dock inspections on two occasions every five years, with no more than three years between dockings. Older ships require dry dock examinations at two-year intervals, extendable to 2.5 years with appropriate hull maintenance.

In-Water Surveys: In-water surveys, conducted under the supervision of a surveyor, offer an alternative to one of the two docking surveys required every five years. These surveys are typically performed in sheltered waters, with a clean hull below the waterline. Divers in communication with the surveyor on deck often carry them out.

Condition surveys, conducted by marine surveyors, play a critical role in assessing the fitness of vessels for entry while identifying potential defects that could expose the Owner and the Club to P&I (Protection and Indemnity) claims. These surveys are consistently undertaken by independent surveyors to maintain reporting quality.

Objective and Independent: Condition Surveys are always carried out by independent surveyors to ensure impartial assessments. A select number of reputable companies are engaged to maintain the highest reporting standards.

Acceptance Standards: These surveys focus on evaluating whether entered ships conform to established acceptance standards. Areas of scrutiny include certificates/documentation, maintenance practices, navigation plans, lifesaving appliances, fire control plans, seaworthiness, cargo-worthiness, and other factors depending on the vessel's type and unique characteristics.

Survey Form: The inspection is conducted using a standardized Survey Form, enabling systematic evaluation. Condition surveys are typically conducted for specific reasons, such as on ships over ten years old entering a club (pre-entry or post-entry), following a claim due to onboard maintenance or management lapses, when a ship changes classification societies, or after an extended lay-up period (six months or more) when a ship is reactivated.

On-Hire or Off-Hire Surveys: These surveys may also cover consumables like bunker and water levels. Clients, particularly P&I clubs, may provide survey forms, which surveyors are familiar with.

Efficiency: A Condition Survey typically takes between half a day and a maximum of two days to complete, without causing delays to the vessel's operations.

Qualifications and Training:

Condition surveyors typically hold at least a Diploma or a bachelor's degree in marine surveying or a related field. Some surveyors complete formal apprenticeship programs, which combine classroom instruction with paid on-the-job training.

Dynamic Positioning (DP) is a critical vessel station-keeping capability achieved through the integration of various individual systems and functions. It relies on a computer control system to automatically maintain a vessel's position and heading by utilizing its own propellers and thrusters.

Key Components:

Position Reference Sensors: These sensors, along with wind sensors, motion sensors, and gyro compasses, provide essential data to the computer system regarding the vessel's precise position and the magnitude and direction of environmental forces affecting its position.

Diverse Applications: DP is employed in various vessel types, including but not limited to ships and semi-submersible Mobile Offshore Drilling Units (MODUs). It enables these vessels to operate effectively in situations where traditional mooring or anchoring is impractical due to factors like deep water, congested seabeds (pipelines, templates), or other challenges.

Computer Modeling:

The computer program used in DP contains a mathematical model of the vessel. This model incorporates crucial information about the vessel's wind and current resistance, as well as the precise locations of its thrusters. Utilizing this knowledge and sensor data, the computer calculates the necessary steering angles and thruster outputs for each thruster, ensuring precise positioning and heading maintenance.

Absolute and Relative DP:

DP can be either absolute or relative. In absolute DP, the vessel's position is locked to a fixed point on the seafloor. In relative DP, the vessel maintains its position relative to a moving object, such as another ship or an underwater vehicle.

Regulatory Guidelines:

DP operations adhere to regulatory guidelines set by the International Maritime Organization (IMO). These guidelines are outlined in IMO publication 645 (IMO MSC/Circ.645, Guidelines for vessels with dynamic positioning systems). Classification Societies have subsequently issued rules for Dynamic Positioned Ships, categorized into Class 1, Class 2, and Class 3, based on their compliance with these guidelines.

Draft Survey


A Draft Survey is a crucial process for accurately determining the weight of materials loaded into or discharged from a vessel. It involves measuring the vessel's displacement of water before and after loading or unloading, with the difference between the two displacements representing the cargo's weight. Surveyors follow established international guidelines when conducting draft surveys and consider several key factors during their assessments.

Key Factors in Draft Surveys:

Water Density: Surveyors take into account the water density of the sea, river, or other waterway in which the vessel is operating. This density can vary, impacting the accuracy of weight calculations.

Ballast Quantity: Changes in the vessel's ballast quantity between initial and final draft readings are considered. Ballast adjustments can affect the overall weight measurement.

It aligns with the International Safety Management (ISM) Code for Ships and adheres to the principles outlined in ISO 19011 – Guidance for the Auditing of Management Systems.

Becoming an eCMID Inspector (Accreditation):

IMCA recognizes the Accredited Vessel Inspector (AVI) scheme, managed by the Marine Surveying Academy (MSA), a subsidiary of the International Institute of Marine Surveying Ltd (IIMS), based in the UK. This scheme ensures that AVIs are suitably qualified and experienced personnel (SQEP) for inspecting vessels within their endorsed categories. It also requires ongoing professional development (CPD) and revalidation every five years.

Application Process:

Individuals interested in becoming accredited eCMID inspectors can apply for up to six vessel classifications, including LNG-fueled, jack-up, pipe and cable layers, DP (Dynamic Positioning), general vessels, and MISW (Mobile Offshore Units).

Flag State: The country under whose registration a vessel operates is known as the flag state. The practice of registering a ship to a state different from that of the ship's owner is referred to as a "flag of convenience" (FOC). The flag state authority exercises regulatory control over commercial vessels registered under its flag, including inspection, certification, and issuance of safety and pollution prevention documents. Vessels operating under a specific flag state follow the maritime laws and regulations of that nation, both in open waters and in terms of availing various benefits such as tax advantages, certification, and security.

Flag State Inspections (FSI): Flag State Inspections are essential processes employed by flag states to ensure that vessels flying their flag maintain satisfactory standards. These inspections are conducted by approved Flag State Inspectors and encompass several critical aspects:

Becoming a Flag State Inspector (Requirements):

Applicants seeking to become Flag State Inspectors must meet specific qualifications and criteria, which include:

Possession of either a Master (STCW Reg. II/2-unlimited) or a Chief Engineer (STCW Reg/ III/2 – over 3000KW) Certificate of Competency.

A bachelor's degree in Naval Architecture or a closely-related discipline, along with membership in an appropriate professional body, or Chartered Engineer status.

A minimum of three (3) years of post-qualification experience in marine surveying or similar roles.

Completion of the specific course required by the respective Flag State to obtain certification as an inspector.

 

FMEA (Failure Mode and Effect Analysis)


Failure Mode and Effect Analysis (FMEA) is a pivotal approach employed in the marine offshore sector to identify potential risks and develop effective mitigation strategies and solutions. It serves as a versatile tool that can be applied to any activity, often on a voluntary basis, and is frequently mandated by relevant legislation.

Primary Objective: The core objective of an FMEA study is to conduct a comprehensive, systematic, and well-documented investigation. This investigation aims to determine whether the effects of single-component failures or common mode failures within the system-related equipment could lead to:

Life-threatening situations for personnel.

Unacceptable damage to the vessel or the environment.

Loss of production.

Regulatory Mandates: The International Maritime Organization (IMO) emphasizes the importance of FMEA and its role in ensuring the safety and reliability of marine vessels.
